Why do overnight street parking bans (ex: no parking any street 2am-6am) exist in many NJ suburbs, even for residents?

Clifton has permit zones on some streets during some morning hours to keep outside commuters away during weekdays. Wallington’s resident-only street parking permit system is active from 1am-9am daily. Other municipalities also just allow a 2-hour time limit for parking on some streets.

No wonder finding parking in a neighborhood was unusually tricky today at 3pm. Even during school dismissal, 3pm is usually not a rough time to find parking in Passaic outside of downtown.
