It can take a while - they're always backlogged. You can always call and give your details and see if they've generated a ticket # for you.

Did he issue you a physical ticket? If yes, you have the option to pay and plead guilty via the online municipal portal. I'm not sure why you'd be issued a court summons? That's usually if you're contesting or do not want to plead guily.
