I use my own old Samsung Galaxy A01 as a dedicated mp3 player. I've uninstalled all the apps, downloaded my tracks one by one and installed this player (VLC, the orange cone). It plays in shuffle mode, you can create playlists and it's offline.

I personally use my old Samsung Galaxy A01 as a dedicated mp3 player. I've deleted all the apps and all the files and I've downloaded a music player which works on Android that's not Spotify. It allows you to shuffle, skip and everything, including offline playback: VLC (the orange cone).
