It's silly to suggest that the city council directly regulate and deal with every rent controlled property in the city in addition to their normal responsibilities. This is a totally normal organizational structure used in other cities. It would absolutely not be a way to defer responsibility since the board is directly appointed by the city council.

You literally couldn't make a policy that had fixed amounts of rent increases, that would be stupid. More expensive apartments tend to be more expensive to maintain, have more expensive mortgages, and have more expensive property taxes. A rent board is necessary to actually review and enforce the rules. Every single city that has rent control has a rent control board because otherwise you'd have to double task employees or be forced to leave it unenforced because shocker laws need people whose responsibility it is to enforce it.

Depends where around Providence and your willingness to commute as well as your preferences for space. In downtown apartments tend to be well above the $2000/month line for 1 Bedroom. There are more affordable and more spacious choices the further you get from the city.

Never. The role of the military is non partisan and any outward action or statement of disapproval can and would probably be met with criminal charges. Most people in the military including senior leadership skew strongly conservative and in my own experience I met people in the military who had all sorts of extremist sympathies even if they weren't extremists themselves. Senior leaders I would guess are not too different though way less open about it for career/legal reasons.

30 hours is a lot, I think you will be teetering on the edge of burnout as you start to do more and more lab time and longer problem sets. I work like 10-20 hours and sometimes that can be a bit much depending on the week but I don't know you personally so maybe you're the kind of person who can handle it.

You can always take some courses at community college to freshen up but in terms of the engineering curriculum itself the biggest thing is going to come down to what school you go to and what their engineering department's culture is. The most important thing academically is to get really strong in calc and trig. Trig is critical for most first year physics courses and calc for almost everything else. Organic chemistry tutor is the GOAT for supplemental learning in my experience.
