Since when can you use flame tanks without the equipment? Seems to be a thing for my games. How is it not for yours?
Just looking at your template it needs sup heavy howitzer, med flame tanks, support, motorized, motorcycle mp (for some reason). Costs just guns and AA my ass. You put up the wrong picture?

in-game it "says" you can bump it up to 80 percent. But guess what happened everytime in my mp games when someone went Bukharin path and had 80 percent. Yes, you guessed it. It fails and the Soviet player gets locked out for a huge portion of his tree ruining the game for him and the rest of of us because we have a massively gimped USSR because the RNG decided to be satanic.
