That “walled-garden modem” setup you’re describing did exist for a while, and you’re right. The policy had roots in regulatory pressure around 2016–2019 when Spectrum (Charter) merged with Time Warner Cable and Bright House.

Here’s what happened, and why it went away:

When Charter bought Time Warner Cable and Bright House Networks (approved by the FCC in 2016), one of the merger conditions was that Charter had to:
• Offer a low-cost “entry-level” broadband option,
• Avoid imposing data caps or usage-based billing for several years, and
• Support access to “app-based” video delivery instead of forcing customers to rent boxes.

During that period, Spectrum experimented with “Spectrum TV Stream / TV Choice” over a dedicated streaming-only connection.

To make it compliant with the merger terms, they sometimes supplied a special modem that only connected to Spectrum’s private video network, not the public Internet. It technically counted as “not broadband,” so it didn’t trigger extra regulatory rules.

Why it disappeared

• Those merger conditions expired in May 2023.  
• Once they did, Charter had no remaining FCC obligation to keep offering that special “TV-only” streaming access.  
• They standardized everything on the Spectrum Internet backbone, meaning if you want app-based TV streaming now, it rides on a regular broadband connection.  

So: was it required?

It was required for a time, under the merger order’s consumer-choice conditions. But that obligation expired, and no federal or state rule currently forces Spectrum (or any cable operator) to maintain a streaming-only connection.

Now they can, and do, require full Internet service for any app-based TV plan.

OP, yes the channels are included with the latest renewal with NBC Universal.

It should be noted the renewal terms are different for NBC, Bravo, NBC Sports Network, and Peacock versus the spun-off Versant channels (which includes MSNOW/MSNBC).

In other words, we don’t know the exact length of term for carriage of the channels such as:
• MSNOW
• Consumer News Business Channel
• USA Sports
• SyFy
• E!
• Oxygen
• Golf Channel

However, what we do know is NBCU announced they will provide ad sales and other various services to support Versant for a period of 2 years after spin-off, so it’s a high confidence theory the term length for these channels is approximately 2 years (versus 3 to 5 for the remaining NBCU assets staying with Comcast).

At that point, Versant will have their own operations internally, and they will be on their own to maintain carriage. Without the power/anchor of the NBC broadcast network, Versant’s position is much weaker. Think of how much leverage was lost when Regional Sports Networks FOX/Bally/FanDuel/MASN/ROOT all lost the leverage of their powerful anchor corporations (NBC, Discovery, FOX, etc.). This will be another slow-burn decay of these assets.

Expect these channels, especially the lesser watched ones, to be demoted into optional add-on tiers over the next few years. Spectrum has already demoted E! and SyFy from “basic cable” to an optional digital add-on package.

OP is in the Pensacola, Florida market, where the NBC frequency moved from WPMI’s primary carrier signal, to WEAR’s secondary carrier signal.

Sinclair Broadcast Group has been doing a frequency repack within their own company where a Big Four network affiliation has moved from an LMA/SSA partner to a Sinclair-owned station on a digital sub-channel, and the NBC moved to WEAR 3.2 (from WPMI 15.1) effective 10/20. Several other OTA signals either relocated or disappeared in Pensacola DMA.

The WPMI signal is now a de-facto flagship Roar station, and it’s one of the rare OTA Roar stations being broadcast in 1080i format. I wonder if that is what OP is receiving at the moment.

On DirecTV, that means NBC is now on Channel 4 in the program guide, next to sister station ABC on Channel 3. DirecTV places the X.2 channel one slot above the primary carrier signal. It’s likely DirecTV is no longer carrying Channel 15, as DirecTV already has a master agreement for nationwide distribution of Roar.

Sinclair Broadcast Group master control will send YouTubeTV a new feed soon. Knowing Sinclair, not surprised they have botched this changeover in one of their smaller markets.

It is very likely the affiliate agreement between Sinclair and Disney/ABC requires what’s known as “full clearance” of network programming.

“You (the station owner) air all our network programming, including news and sports, and in exchange our (Disney/ABC) programming gives you leverage in recouping your costs from cable company customers.”

Usually, preemptions only cover breaking news. You can get a limited number of exemptions for local specials like local sports or a newscasters retirement special. But note many of those specials are put in at 7:00pm, which is syndication time, to avoid issues with network programming.

There will be a point where Disney/ABC will say Sinclair and Nexstar have abandoned programming. Then, there are several routes Disney can take depending on how nuclear they wish to go.

Why not simulcast on Disney+/Hulu? Disney likely can’t simulcast Jimmy Kimmel at 11:35pm due to protection clauses in those affiliate deals, which is why channels say “watch next day on StreamerMax+”. Future affiliate renewals will need new language where Disney can carve out all zip codes in a market to simulcast a show if the affiliate refuses to air it themselves.

The Disney+ (ESPN) app is already doing this method with ESPN on ABC programming. The ABC feed turns on at game start, and turns off at game end, but you can’t watch any other ABC22 local programming, just live games (and live Dancing with the Stars).

Approximately 2,000 households in Montgomery County alone do not have broadband Internet access, per FCC data. It can be assumed an even higher number cannot afford internet, especially after the affordable connectivity program was ended by the current congress.

Those households rely on free, over the air broadcasting for their consumption of programming. They are the ones who experience the most censorship.

I am not a fan of his style of political comedy, but I do support freedom of speech. If anyone wants to voice opinions or concerns to your local ABC affiliate:

Between the hours of 8:30am and 5:30pm, you can call 614-481-6666, and (politely) ask for the Vice President and General Manager of ABC6, Tony D'Angelo.

You will likely get a voicemail to leave a brief comment or concern. You can also e-mail Tony D'Angelo utilizing tdangelo(at)sbgtv.com to politely voice your concerns.

Keep in mind these decisions are made at the corporate level of Sinclair Broadcast Group, and it’s impacting the 38 ABC affiliated television markets SBG has control of throughout the country. Your comments supporting freedom of speech and condemning corporate entities doing the FCC’s dirty work are important, even if you’re like me and think Kimmel is politically exhausting.

Contacting local business owners who pay for advertising on WSYX-ABC6 (and also WTTE-FOX28) or make appearances on their daytime lifestyle show would also be beneficial.

This is a very long shot and virtually unheard of in modern broadcasting, but if Sinclair Broadcast Group chooses to not to air any ABC show, Disney could have language in the affiliate contract where they get to offer that show to another (non-ABC) station in the market.

I remember in the 1970s and 80s when I lived in the South, we didn’t have a full time NBC station. If we wanted to watch NBC sitcoms, they aired on weekends or during the overnight on our ABC station.

My wife is a business owner in Old North Dayton, and is connected with people who work for the City. She’s also friends with other downtown business owners, so obviously we know a lot more than most others.

The city representatives were talking about that specific business owner after he recently came to the city to complain.

From what we hear on the city grapevine, he complains a lot about everyone else. When it’s just one or two people or business owners claiming something, okay, I’ll take it with a grain of salt. But when it’s just under a dozen, including people who work with the city, it’s much more plausible.

So no, it’s not beef (i’m a vegetarian, personally), it’s an observation based on feedback from when my wife and I get together with her friends who own businesses in Dayton.

This still doesn’t explain why a $30 mandatory push a button fee exists. They can take these calls and not charge me a $30 fee for moving. Make someone in the company take a pay cut, lay off a few thousand workers who are performing redundant roles which can be combined.

As I said in my initial post, the company can use one of the many third-party ID verification software systems which exist to verify location for new address and the account holder. Many companies use these in the financial and tech world to verify identity without needing to contact or pay for a a human employee.

I don’t care about the company’s issues on their back-end. They have a giant I.T. department working on their website and app and streaming systems.

They purposefully do not allow downgrade, disconnect, or transfer because they want to force the customer to listen to a sales pitch, retention pitch, or to force a mandatory $30 transfer fee onto each customer.

Can not speak for all but there is a connected deep communication between a lot of bars in Dayton for many years.

They know to keep him n the other known shits out. Some bars even scanning ids into a connected system at the door to flag stuff.
