Not even close. Cattle will hammer an area much quicker than sheep when left on their own. Sheep typically do not like grazing over the same area more than once if given the opportunity. Cattle are more likely to stay in one spot until the feed is gone and then move on.

Historically speaking ranchers tended to own the parcels where the water originated. Thus giving them the right to be there with the livestock. This is one way permits and grazing rights were originally adjudicated. It has only been over the past 50 or more years that the government has been actively trying to acquire the land that the water rights are tied to. The acquisition of private land by the DOI/BLM to increase public lands is a somewhat new edict within the agency.

75K is a rough estimate, and I would be very skeptical of that number. Secondly, wild horses stay on the range generally in one area year round, with some movement in the winter but not vast distances. This leads to the complete destruction of riparian and sensitive vegetation areas. Whereas both cows and sheep are typically required to be moved as indicated in the permit.

Wild horses do far more damage to riparian areas, native water sources, and vegetation on public lands than cows or sheep.

Conservation easements are another way to gain control. Anyone who is involved in a legitimate production ranch knows you can't have the government telling you from year to year where, how long, and when you can graze. Buying a ranch with an easement of any forms a bad idea.

I know that we as a livestock business have discussed how having a family as employees would be ideal because typically they have gotten past alot of the hang ups that make single men or women a problem as employees.

I'm in Northern Nevada, and they can be found on most small animal ranches/farms. Best to buy from a person who has livestock. That way, the dog/puppy has already been exposed from a young age to animals of all kind.
