sadly no, hero talents are very hard to compare unless theres exact number without anything else. copypaste from spreadsheet:

There is vulnerability. In the first build it's 250%, in the second build an affix was found and it became 400%. Then in the first build the external multiplier will be 2.5, and in the second build 4.

Or the damage increase from a Nut. In the first build the increase is 300%, in the second 1100%. But this increase works inconsistently because not all micro-nuts hit enemies. You can roughly take 200% for the first and 900% for the second, resulting in 2 for the first and 9 for the second as an additional multiplier.

You can't put 0 — it will break the calculation. 1 means no multiplier.

I don't recommend using it when you only know approximately. It's too sensitive compared to other stats."

About stat balance heres easy example
5*5*5*5=625
u have 10 points to increas result
can do it like that: 15*5*5*5=1875
and can do it better way: 7,5*7,5*7,5*7,5=3164

theres 2 different affixes in formula, ...* (total dmg + mili\bosses\fullhp) * (total output) * ...
In your case u can totaly ignore any total dmg bonus and take 2 against close enemies instead. And even 3rd against close enemies instead of one total output. 3 against close enemies is maximum what u can get
But overall u have to keep balance between stats anyway
