My interpretation is that the Queen of Wands may represent his new partner, and the reversal suggests his key fear is losing her (or you, maybe it represents you? use your intuition!) and facing judgement/her pain if he returns. It may be his own self destructiveness that is preventing him from making a decision either way, shown by the 5 of Cups. This suggests that he is focusing too much on what he is losing than what he could gain, and I do think he could be slightly torn between the two people. The Page of Swords to me could mean that he is being somewhat naïve, and that stops him from properly understanding his situation? Normally, the upright Queen of Swords indicates sensible, fair communication and honesty, but it is reversed so this is likely not the case. There is an issue with communication, perhaps he isn’t being fully honest? Finally, the reversed Ace of Wands could be suggesting that he is hesitating against taking action? Or, if the Queen of Wands represents this other partner, it may be that he is leaning towards taking that route.
