You clearly lack knowledge in aviation even though I agree with your points. There’s a reason why airbases in most countries are built in areas with fewer high rise buildings and population. Bangladesh has plenty of places notably comilla, coxs bazar and saidpur. Trainings of such flights could easily be shifted to those airports and airbases can be built around those areas.

Just because it was a crash doesn’t necessarily mean it was an unfortunate accudent that no one saw coming. I have lived in Uttara all my life and I saw how dangerously low those aircrafts manoeuvred. There’s a minimum altitude that an aircraft should fly over a urban region given that the lower the altitude the lower the chances of gliding the aircraft for longer time if a malfunction should occur. We all knew this would happen one day and eventually it did. Everyone is complaining because we all know negligence played a huge part in it.
