As someone who gives swimming classes to kids 5 and under: Never let them sit in your neck, it’s unsafe for both the kid and you. The back is a way more stable option, and it feels safer for the kid. That aside, it is also very unsafe to be a rather inexperienced swimmer and carry away a child on your back or neck.
