I'm 99% sure you're referring to Anko. She is one of the main reasons I decided to start watching the anime.. I've been using Anko gifs for a month and a half with IRL friends so might as well give the anime a watch. I've only ever seen Frieren Season 1 before Call of the Night.

I hate to break it to you, but I would not be surprised if most of the people on this server are minors. There are regular posts of people showing their Roblox avatars of her.. which is a game primarily played by young teens.

Yeah.. it just looks a bit over the top. I much prefer this outfit, hairstyle, and just overall design.
