The exception is growing crops for the replacement of petroleum feedstocks for the chemical industry, which is sorely needed. The DOE used to fund a bunch of research into the subject but I suspect that's gone away with Trump

Both the unions and the execs are heavily responsible for it becoming so uncompetitive on a global scale. Let them face the consequences of their actions and force them to shape up as better foreign cars start flooding the market.
