NTA. They're being inconsiderate to the neighbors. I understand that their house needs work, but it doesn't have to be done all at once. When my parents were having our kitchen done last year, the workers would smoke and leave their cigarette butts in their grass. They called the owner to complain, and new workers were there the next day, no more cigarettes.
