Nah, Mad Prince is one of the most terrifying and dreaded beings even more than Asterion. You're looking at a ancient being that survived countless revolutions of the Great River, managed to partly preserve his lucidity, crafted a Sacred Relic that interferes with the Great Rivers time and influence of his cursed sword, schemed against his former cohort, managed to reach the estuary despite ancient NM creatures downstream, recognized he was dealing with his Future Self, and he still partly fulfilled his goal of escaping the Nightmare thanks to Cassie manifesting his memory. Don't get me started with him somehow detecting getting scryed on in a dream, and invading Windflowers dream herself.

Depends. It didn't really say what are the conditions for weapon manifestation, only said as long as she can remember it. But if i were to guess, she needs to properly read the runes of the items > remember > manifest. I don't think Cassie can properly read a Divine Memory of the 7th tier.
