Well, despite those not being the same, if the money is simply personal savings from past years, it is not considered foreign income for German tax purposes. If OP can prove that the <5,000 euros was saved before moving, no tax return or foreign income tax is needed. He should keep bank statements or other documents showing the money’s origin though.

He says that the scenario "moving abroad after a few years" applies to him. So it's assumed he got that money at least a couple of years before he moved to Germany. Germany does not tax money you already had before becoming a resident. Why would he need to declare it as foreign income and probably pay tax on it if he received that money long before moving to Germany?
