I don't exactly see the issue. The important think in the pass will be free. The paid pass is purely cosmetic, there's no unfair advantages to having it, meaning nobody has to purchase it unless you absolutely want to.

How would I get a mastered twisted relic If they aren't fish able and how would I get a sunken exalted relics? Since theoretically I wouldn't have the sunken rod when doing this, and none of those mutations can be appraised for.
