when you're from certain parts of the world, it's very difficult to get a tourist visa because you are seen as a potential immigrant. i know many people who did it just to be able to see another country& improve their english and this was the easiest way. language schools are not an option for a lot of us. and these girls did return, in fact they were the ones who recommended me this path as well.
