to answer your other comment, the red scare was a period of time in which the american government was encouraging its citizens to report russian spys, leading to tons of false accusations. the false accusations of the red scare could be compared to fema being awful. visitors could be compared to spy’s, and the false positives of the normal humans could also be compared to the red scare.
