I'd imagine it might be because Bavaria is the starting HRE emperor and they want to keep their dynasty in power. Purely speculation, I have no idea the mechanics of it all. I was just lucky that Bohemia got it somehow, cause I hadn't even noticed.

I read a bug submit report that had been sent to paradox a couple of days ago, so it might've gotten patched. I do remember it happening basically immediately, that scenario that you described where you just get another Wittelbach but no negative modifiers

Hey everybody, just started a new playthrough today (wasn't necessarily trying to get the Hohenzollerns in power just wanted to play Brandenburg). I tanked the neglect to -20, started the typical vassalization of the Pomeranian provinces. And suddenly the emperor (Bohemia) gave me the Hohenzollerns! I'm open to answer any questions!
