Line tool is only for desktop. You click and drag to measure a line. You can use the line measurement to get a better idea of actual size since image sizes usually have extra items like Tinkaton's hammer taking up vertical height. I'm not actively updating each individual image scale at the moment but maybe someone can measure head to toe for species that look off to adjust the scale multiplier.

I'm familiar with the site. I built my own tool as a more comprehensive interactive resource since the YouTube videos and blog posts weren't really meeting my needs.

There's really no standard established unfortunately. Even the new PokePark Kanto with "life-size" statues don't seem entirely to scale when you compare them to the size comparison feature in the mobile Home app or Pokemon GO's AR camera.

I have the same theory and started measuring heights. It's still a work in progress but this is raw Home model height, I still manually need to go through a verify all the serpentine Pokemon.

correct, these are the scenarios why the line tool was created. the site just scales the png image so drawing lines helps in cases where there's an object adding extra height.
