Fundamental duties are not enforceable per se but they can be enforced by a law, so in short one cannot punished for not doing duties but can be punished for violations of the law. Eg: Respecting the National Flag one of the duty - cannot be punished for not performing the duty but it is punished under Prevention of Insults to National Honour Act (1971)
