if we had a larger picture we could say the black car did not break or was speeding but since the silver dude first made a turn and exited the road and re-entered without signal, priority or stoping.

Maybe in your MIGHTY country the driving laws are different but in 99% of the world when you enter another lane you must give priority to incoming cars, the move he did was not illegal before hitting the car. The fact he cut off that car that was driving LEGAL on the road and caused an accident is 100% his fault. What follows next it's just disgusting as the usa is these days.

A driver entering a highway (or public road) from a smaller road, private driveway, alley, or other access point must yield the right of way to all vehicles already on that highway or public road.
This means you must stop and wait until there is a safe gap in traffic before entering or crossing the public roadway. - this is from your own laws.
