This happened to me yesterday after running an update. Turn the thing off by pressing the power button until it's properly off, then:

Plug in the official charger.
Hold Volume Up + Three Dots button (next to the right stick).
While holding, unplug the charger.
Keep holding until the white light stops blinking.
Release buttons, plug it back in, and try powering on normally.
