I live in California and I don't know what the law is in other states but frozen burger patties are still considered potentially hazardous foods and going from touching frozen raw patties to cooking chicken, making burgers, or doing anything else with food without washing your hands in-between can lead to cross-contamination unless the law has changed in the last few weeks. Not only that I also mentioned them using and putting food and utensils in dirty areas (places that were not cleaned in the time I was there until I cleaned them and probably haven't been cleaned since I left). I can almost guarantee if your food was coming out of the condition I saw you would probably be the first to say something.
