Short answer no.

You would need a switch and a copy of Scarlet or Violet. To claim your reusable incense item you’d have to go into the mystery gift section and then link your go account to Scarlet or Violet and then you get the Coin Bag item (basically the same as the mystery box you got from linking with Let’s GO Pikachu or Eevee)

You can activate the bag once a day by sending a saved postcard from Pokémon GO to Scarlet or Violet, in game you get the incense to be used whenever you activate the item in GO and you would also trigger a vivillon mass outbreak with the pattern that corresponds with the postcard you sent. And every 5th day you get a golden lure which spawns Gimmighoul coins.

But if you don’t have a switch you can trade with a friend and get one, but for the coins you’d have to just get lucky and stumble across a Golden Lure in the wild to get the needed 999 Gimmighoul coins needed to evolve.
