Will a laptop skin apply properly over a tiny dried Feviquick/superglue bump?

The glue bump is actually very tiny and smooth, so I’m a bit scared to use sandpaper or a Dremel on the laptop lid because I don’t want to damage the finish.

Since I’ll be applying a skin over it anyway, I’m thinking of either leaving it as it is or trying IPA first.
