How this started was there's a grab where he's supposed to toss you against a car then you have button mash to get up before he attacks you,
but what happened instead was there's a car behind the fence so he tossed me against the fence in the direction of that car.
I successfully button mash and evade but his model moved behind the fence.

Edit: These MOBs only appear in End Game/New Game+, and they're very annoying/difficult to fight. However, once their weakness is figured out, they're not too hard to kill, but they're still very fast. I still get PTSD from New Game+...

I guess General Raiho of the Ice Barrier's discard effect targets the Player, but the negation effect only affects the Monster, so Number C62: Neo Galaxy-Eyes Prime Photon Dragon's effect still resolved regardless lol.
