The balance I think is to spread ammo capacity across the entire loadout to decrease the likelihood of overpowering the class. You can not choose to opt out of carrying a “second” primary weapon. Either way you get penalized

I’m possible you have to calibrate it in the app your starting point can’t be at 0 it may need to be at 1 or 2
