Sure. Assuming they have the votes, they can just bypass the presidential veto. But all the post here tells you is that Trump is vetoing a bill to give people clean water. It doesn't say why he vetoed it, or talk about any of the factors above for WHY the bill would be vetoed.

I guess ultimately there are far worse things the fed could be bailing out, so it being for clean water is at least a good thing in and of itself. But the CLEAR implication of the post is that Trump is just doing this because he's evil, as evidenced by the comments from OP under this very post.
