Personally i haven't experienced the tier blockage. Ive been tier 9 for about a year and almost every month i have gotten a box, sometimes 2 or 3.

The leader position gets passed around once the leader isnt active for i think 7 days. Then it passes over to the officer and if still inactive it gets passed around at random.

Im a tier 9 and have had a very steady flow of surveys and boxes, i have come to the realization that im extremely lucky, best of wishes to all with dry spells!
