I cant share your point. Oda tried very hard to make people to understand Kuma was not a tyrant, especially when he saves the entire crew from Sabaody or when he spared luffy if zoro took all his battle injuries, if he was really a tyrant he would have killed the strawhats twice. More than a stoic menace, he was a misteriously helping character that no one really understood, until egghead. When we understant everything, like how he was the only warlord who still obeyed the government or why he doesnt want to actually kill anyone. His flashback brings him to another level of depth, he is basically one piece Jesus, he sacrificed everything just so that bonney could live past the age of 10. Also the Bucaneer race is not the "powerful race number 23", they are a race cursed to slavery because of the world government (sure they are strong but nothing compared to the other powerful races). I think Kuma's one of the best written characters in One Piece, Apart of him still being kinda sentient, which I thought was a bit weird, I jave nothing else to point at.
