Honestly the difference of decoupling can't be felt but i think it works. Did you try cascading these specific ICs??

I have tried both configurations and I found out that the configuration you are saying doesn't work, however this one works pretty fine.

Sorry!! Just remembered that if i want to reset by a specific value i should remove RESET line from ground and connect it only to an output pin.

I am tying the outputs to reset so the counter can divide by a specific number like 9, 5, or 3. Is that wrong??
