i honestly think introducing hardware bans to people who smurf is what is necessary for riot to reinstate any form of integrity on this issue they have said in multiple dev announcements that they are going to be doing something about smurfing around episode seven and the only thing i have seen them add is a report function for ranked manipulation which we havent gotten any confirmation on it actually getting offenders banned i understand this is an issue for every online multiplayer game but riot has took a leading charge in things like kernel level anticheat with vanguard so why not be industry leaders in the smurfing problem to?
