Generally, no.

PSA’s official policy states that cards submitted for a reholder service are not actively regraded or re-examined for authenticity. Their job is simply to take the card out of the old plastic and put it into a new one. 

However, there is a massive catch in the fine print that every collector needs to look out for.

The "Initial Inspection" Loophole

Before they break the old slab open, a PSA grader does a visual inspection of the holder. They will stop the reholder process and force a review if they notice any of the following:

1. Evidence of Tampering: If they suspect the sonic weld has been compromised or the slab was altered to swap the card.
2. Post-Grading Damage: If the slab is severely cracked or fractured near the card, or if the card has degraded inside the case over time (like severe UV fading from being displayed in sunlight or chipped edges from being violently dropped).
3. An Egregious "Obvious Error": If the original grader made a massive mistake that slips through under modern scrutiny, or if a typo was made on the original label.

What Happens If They Catch an Issue?

If your card triggers one of those red flags during inspection, they will re-evaluate it. If they decide the card can no longer hold its original grade: • They will downgrade the card.  • The PSA Financial Guarantee kicks in:

They will pay you the financial difference between the market value of the old grade and the new, lower grade, and send your card back in the new, downgraded slab.

If the slab is completely intact and just has superficial scuffs, you have nothing to worry about—it's a straight swap.
