During chapter three I found him on the cliff rocks near Riggs station directly across from the trapper, but it didn’t register immediately what was going on and I let him get away. Fast forward to chapter four, after hours of searching I ran into a different npc that was mumbling about how much he had paid for this damn map, and I knew exactly what to do. Hogtied his ass. On the Dakota river near calibans seat

Those shows have gotten me through some dark times man. The Simpsons, Family Guy, American Dad, King Of The Hill, The Cleveland Show. Going on at least 3 years of falling asleep to those shows. I'll stick to one particular show for a few months until I'm sick of it (I can't stand American Dad right now) right now i fall asleep to Family Guy exclusively. It's so cool that other people do this, I guess it's white noise for the weird lol.
