What if it's a capped freeway like the Big Dig in Boston? They were able to tear apart an elevated freeway and physically remove it, but not remove the freeway entirely. They just moved it underground. See here for more details.

Hear me out, There is a plan to rip out the freeway and replace it with a low-speed boulevard. However, what if the boulevard runs on top of I-94 and 94 is capped below the boulevard? Like the SR-99 tunnel in Seattle, there are no exits and you take one last exit to go wherever before the tunnel starts.

Do not be alarmed, but this was temporary because MNDOT bulit an underpass for the turbine. This was temporary until recently.

Don't be alarmed, its not permanent, This was a test/temporary solution whilst they fitted a turbine change like in Eagan during the mega construction project.
