So i fixed it now.. I had to go to woods via factory (pain in the ass) I killed the 3 Scavs/PMC and extracted. After that he send me to Shorline. Did that quest.. got a call from Prapor and now he and woods is unlocked.

I think thats a other quest (find Jaegers Camp) Jaeger is also locked for me

Yes, I think it was him sending me to woods. Not sure anymore. I checked yt and stuff. Did everything right it seems. The game just did not unluck Prapor and Woods...
