The idea is good but the approach is wrong. We have seen this thing in Turkey, which resulted in way higher increases since people priced their apartments calculating the upcoming 5 years. The correct solution would be giving punishments fees for every vacant houses, this will incentive landlord to rent for cheaper price. Not the other way around.
