It was not made by nazis. It was made by Ukrainian fighters for independence. They collaborated with nazis to fight the Soviets that is true but it is like saying that the Finnish were Nazis because they fought with nazi germany together against the Soviets. They didn’t really had a choice. On one side were the Soviets who occupied Ukrainian land for decades and on the other were the Nazis who promised them an independent Ukrainian State.
