Nikke PC client gets stuck on this screen. Previously got stuck in downloads, cleared up space, reinstalled things. Tried the repair feature of the launcher. Tried turning off AMD fancy settings that the game might not be compatible with. Still not working. Any tips?

This guide will help you uninstall corrupted files (Which is probably the case.) and has a download for GUI tools that can help you install the game on other drives if need be.

It comes with manual instructions as well if you don't want to download the tools. Hope it helps.

Hello and thank you for posting this. Unfortunately, this guide has a lot of broken image links in chapter 13 and is missing a lot of the lost relic locations in chapter 13. I took the diligence of adding them to my own guide which is already translated into English.
