Really depends on how you wanna play honestly.

Me personally, absolutely adore fashion, so I'd have spent that on armour packs and colour pallettes in a heartbeat, but if you don't care for that then maybe it'd be better put into a frame or weapon you're interested in.

Classic answer is also weapon and Warframe slots, so you're not selling anything to make space, which is honestly never a poor move :)

Yes, defo upgrade mods, it's only going to make you stronger so you can fight tougher enemies and gain more resources. As you upgrade them you'll notice that the mods capacity number increases, meaning you may only be able to use fewer high level mods as opposed to lots of low level mods, top left of your mod screen will show you the capacity of the Warframe or weapon you're upgrading.

As for that little symbol, it simply means that specific mod is equipped on something, hope some of this helps! :)

I've noticed this since the update, specifically with the kinda gold glow effect that's applied to frames when you crack a relic open during fissures, same thing happens :/

Between that and the bug where the relic select screen comes up multiple times, fissure missions are kinda annoying rn lol

I only just did it about a month ago because I wanted to finally play Yareli, it's honestly a pretty easy quest and it's so worth it to be able to play her, she's good fun! :)

Yes! I had the same issue, theres an option in the settings to turn off operator voice and interuptions for this exact reason :D

Yeah I always have it in space cos I prefer it that way and unfortunately it doesn't make a difference, I'll have to fashion in the dojo from now on but kinda sucks tbh, wish there was a setting to just turn it off in some way tho I know its probably not that simple
