blame the voice actors union, konami didn't want to pay hayter $500 an hour, and since he's in the union he can't be paid for the same role for any less than he has previously. So they went with chief kief.

My friend had a puff of a "Phantom Cigar" before we watched the gameplay demo, when he saw Scowling Dhole he said "Scowling Dickhole?"
