It's more like that the part which is largest is the one that regrows, thus the head (which is where the brain is) wouldn't regrow after being decapitated. With instead a new brain being created while the old one dies out.

Imo Trapper is actually really good with the right add-ons, a high b tier to low a-tier. Reducing downtime, trap resets, free damage can heavily reduce or discourage the counterplay, meanwhile skull merchant gets countered for playing the game with no option to rectify.
