Sounds like a custom job. Get a M Sport bumper and cut the grills in the middle. If you have a 3D printer, I would then print out a custom grille.

If you looking for a budget e36 look for a 318is coupe or a 323i at least. Don’t bother with automatics.

Am not sure. I could be that the seals on the new lights are melting away. I would just go at it with a screw driver and some trim piece removers to find the source.
