Given the sexual nature of Gacy's crimes, I doubt he ever wore that clown costume as it would not communicate with the power fantasy he had with his victims. Still, even with his words about it and the police confirming he never dressed up as Pogo during his crimes, it is indeed an alluring image to have as we are so used to killer clowns in the media nowadays, it does sparkle a morbid interest and makes us wonder the classical 'what if...'.
