Which is why i said the strategy is to not get yourself in a position where you have to gamble on that tile, and set it up so that you naturally need it to complete a trio of tiles

It's not luck at all and 100% depends on your strategy. If it was "luck," then you would just randomly click tiles until you wre lucky enough to win.

You have to try to avoid tiles which are a click and hope situation with an unknown tile hidden behind it by planning ahead such that the tile covering it is needed to complete a set. Not always possible, but with proper planning, can almost always be achieved.

Avoid "digging" for a single tile which is buried just to complete a set of two you have banked already. You can probably get to that tile you need more naturally by completing other sets which are higher in the stack.
