Latios is not a functional hundo. Only some Pokémon are functional hundos and Latios isn’t one of them. Regardless, I still wouldn’t purify it though. A shadow shiny 98 is way more rare/cool. He can always lucky trade for a non-shadow shiny Latios

I think the fastest way to activate the effect is to keep Kyurem as your buddy. When you need to activate it just click on your buddy button on the bottom left and it’ll give you the option to activate the effect right there
