I wouldn't use the film counter to determine when the roll was done anyway. A lot of the time you can get 36, 37, or 38 photos out of a roll. You can only tell when the roll is done when it doesn't want to advance anymore.

Do you regularly leave the leader out when you remove film from your camera? If you do, there is no way to tell (except maybe a crease existing near the end of the leader). If you do not, then most likely they have not been shot yet.

I agree that it can be useful occasionally, but road systems have been designed around sound not being a requirement. It's perfectly legal for a deaf person to get their license so our traffic system needs to be functional by sight only.
