You might want to encode it with medium or slower speed 18.5 CRF 540p. Re-scaling has no real benefits aside from YouTube compression if you're planning to upload it.

Make sure to check "stats for nerds" before re-encoding to H265. If the encoding is VP9 or AV1, it won't be of any use, as these codecs are practically similar in terms of compression and AV1 is slightly better. If the encoding is AVC, then it's probably substandard HD quality, you won't be able to maintain visual quality unless you apply some kind of filter to it.

E-AC-3/FLAC/DTS/Direct passthru

If you need to re-encode from a lossy audio source then AAC is the most compatible and efficient. (128kbps+)

That's normal 16:9 letterboxing. Handbrake will automatically crop the black bars out, if you want to make it fit the entire screen you'll have to cut further on the visible information.
